&provincial nominee program (pnp)
Canada’s immigration system is built not only to welcome newcomers but also to support balanced economic growth across the country. While large cities like Toronto and Vancouver attract many immigrants, smaller provinces and communities often face labour shortages in essential industries such as healthcare, agriculture, manufacturing, and technology.
To address these gaps, the federal government created the Provincial Nominee Program (PNP) — allowing each province and territory (except Quebec and Nunavut) to nominate skilled workers, graduates, and entrepreneurs who can help meet their specific workforce and demographic needs.
The PNP gives provinces more control over their immigration priorities, helping them attract candidates who intend to live and contribute long-term to their local communities. In return, nominees benefit from a faster, targeted pathway to Permanent Residence, increasing their chances of building a successful future in Canada.
& WHAT IS A
PROVINCIAL NOMINEE PROGRAM (PNP)
The Provincial Nominee Program (PNP) is a key pathway for skilled workers, international graduates, and entrepreneurs who wish to settle permanently in Canada. Each province and territory (except Quebec and Nunavut) operates its own nomination streams designed to meet specific labour market and economic needs. By obtaining a provincial nomination, applicants can fast-track their journey to Canadian Permanent Residence through programs tailored to their skills and goals.
The Provincial Nominee Program allows provinces and territories to nominate individuals who have the skills, education, and work experience to contribute to their local economies. Each region sets its own criteria and may prioritize candidates with job offers, relevant experience, or strong community ties.
Once nominated, candidates can apply for Permanent Residence (PR) through Immigration, Refugees and Citizenship Canada (IRCC). Some PNP streams are linked to Express Entry, providing an additional 600 CRS points — a major boost toward receiving an Invitation to Apply (ITA).
& HOW IT WORKS?
Step 1: Choose your target province or territory and confirm your eligibility based on their nomination requirements.
Step 2: Apply directly to the provincial program or through the Express Entry–linked stream (if eligible).
Step 3: Receive a Provincial Nomination Certificate if your application is approved.
Step 4: Submit your application for Permanent Residence to IRCC with your nomination.
Step 5: After approval, you and your family can live, work, and settle in Canada permanently.
& BENEFITS OF APPLYING THROUGH PNP
Faster pathway to PR — Provincial nominations are processed more quickly than many other programs.
Additional CRS points — Express Entry candidates gain up to 600 bonus points for a nomination.
Targeted opportunities — PNPs address specific regional job shortages and economic priorities.
Family inclusion — You can include your spouse and dependents in your PR application.
