Must show intent to continue living and working in Manitoba after nomination.

SKILLED WORKER OVERSEAS STREAM
The Skilled Worker Overseas Stream targets individuals outside Canada who have strong ties to Manitoba or relevant skills in an in-demand occupation. This stream uses a points-based system to assess factors such as age, education, work experience, language ability, and adaptability.
Ways to demonstrate connection to Manitoba:
A close family member or friend living in Manitoba as a permanent resident or citizen.
Previous education or work experience in Manitoba.
An Invitation to Apply received directly from MPNP during a recruitment mission or exploratory visit.
Applicants with the highest scores are regularly invited from the Expression of Interest (EOI) pool to submit a full provincial nomination application.
INTERNATIONAL EDUCATION STREAM
This stream supports international graduates from recognized Manitoba post-secondary institutions who wish to live and work in the province permanently. It helps retain young, educated talent and offers fast-track nomination options.
Sub-categories include:
Career Employment Pathway – For graduates with job offers in Manitoba in high-demand occupations.
Graduate Internship Pathway – For master’s or doctoral graduates who completed an internship contributing to innovation in Manitoba.
International Student Entrepreneur Pilot – For graduates who want to start and operate a business in Manitoba.
Graduates benefit from faster processing and no need for work experience outside Manitoba before applying.
BUSINESS INVESTOR STREAM
The Business Investor Stream (BIS) is for entrepreneurs and investors who want to establish or buy a business in Manitoba. It offers two main pathways:
Entrepreneur Pathway – For individuals who wish to open a business in Manitoba’s urban centers (e.g., Winnipeg).
Farm Investor Pathway – For experienced farmers who plan to establish and operate a farm in rural Manitoba.
Key requirements:
Minimum net worth of CAD 500,000–$350,000 (depending on location).
Minimum investment of $150,000–$250,000 into a new or existing business.
At least three years of business ownership or management experience.
Submission of a Business Plan and Business Performance Agreement (BPA) with the province.

ELIGIBILITY REQUIREMENTS

WORK EXPERIENCE

Skilled Worker in Manitoba: at least 6 months of continuous employment with a Manitoba employer.
Skilled Worker Overseas: at least one year of work experience in the past five years in a related occupation.
Experience should be verifiable through reference letters, pay slips, and employment records.
JOB OFFER FROM A MANITOBA EMPLOYER
Most MPNP applicants require a full-time, long-term job offer from a Manitoba employer.
The offer must be from a registered Manitoba business and aligned with the applicant’s skills and experience.
Temporary, part-time, or seasonal jobs do not qualify.
Employers must comply with provincial labour standards and demonstrate genuine need for the role.
EDUCATION REQUIREMENT
Applicants must hold at least a Canadian high school equivalent or higher education credential.
Educational credentials obtained outside Canada must be verified through an Educational Credential Assessment (ECA) report.
For entrepreneur streams, additional education or business training may be required.
CONNECTION TO MANITOBA
A strong connection to Manitoba is a key factor for nomination. Applicants can demonstrate this through:
A close relative or friend living in Manitoba as a permanent resident or citizen.
Previous education or work experience in Manitoba.
A job offer from a Manitoba employer.
An Invitation to Apply received through a provincial recruitment mission or community initiative.
INTENTION TO LIVE AND WORK IN MANITOBA
Applicants must express a genuine commitment to live, work, and settle in Manitoba permanently. Having family, employment, or community ties in the province strengthens your case during assessment.
LANGUAGE PROFICIENCY
All applicants must prove English or French language ability through approved testing (IELTS, CELPIP, or TEF).
TEER 0 or 1: CLB 7 or higher
TEER 2 or 3: CLB 5 or higher
TEER 4 or 5: CLB 4 or higher
Strong language scores not only increase eligibility but also raise your ranking in the Expression of Interest (EOI)system.
SETTLEMENT FUNDS
Applicants must show proof of sufficient funds to support themselves and their family during the initial settlement period.
The amount is based on family size and follows IRCC’s Low Income Cut-Off (LICO) guidelines.
Proof can include savings, investment statements, or employment income.
