WHAT IS Northwest Territories NOMINEE PROGRAM (ntnp)?
The Northwest Territories Nominee Program (NTNP) is an official immigration pathway that allows the Government of the Northwest Territories to nominate qualified foreign nationals for Canadian permanent residence. It is designed to address the territory’s unique labour shortages, support economic growth, and attract newcomers who want to build a long-term future in the North.
Through the NTNP, skilled workers, semi-skilled workers, French-speaking candidates, and entrepreneurs can be selected based on the needs of local employers, the strength of their experience, and their intention to settle permanently in the Northwest Territories.
Unlike traditional immigration programs, the NTNP directly connects applicants with regional opportunities—whether that’s a job offer from an NWT employer, an Express Entry profile that meets territorial priorities, or a business plan that contributes to local economic development.
After receiving a nomination from the NTNP, applicants can apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence, often with faster processing and a stronger chance of approval.

STREAMS UNDER THE ntnp
The Northwest Territories Nominee Program offers several immigration pathways tailored to different types of applicants, including skilled workers, semi-skilled workers, Express Entry candidates, Francophone applicants, entrepreneurs, and skilled refugees. Each stream is designed to align with the needs of NWT employers and the territory’s economic priorities.
Below is a complete breakdown of all NTNP streams and sub-streams.
ENTRY LEVEL / SEMI-SKILLED OCCUPATIONS (TEER 4 & 5)
This pathway supports foreign workers already living and working in the NWT in lower-skilled or intermediate positions. It is often used in hospitality, food services, retail, trucking, cleaning, and general labour jobs.
Key Applicant Requirements
• Must have worked full-time for at least 12 months for the same NWT employer in the same occupation.
• Must hold a valid work permit at the time of application.
• Must meet minimum language requirements in English or French (CLB level determined by employer demand but typically CLB 4 or higher).
• Must show the ability to support oneself and any dependants.
• Must show genuine intent to reside permanently in the Northwest Territories.
• Must have the education, experience, and training required by the employer.
Employer Requirements
• Must show documented recruitment efforts proving no Canadians/PRs were available.
• Must offer a full-time, permanent position that aligns with the employer’s business operations.
• Must comply with NWT labour standards, provide a fair wage, and maintain good standing.
• Must support the nominee throughout the application process and settlement period.
Ideal For
Workers in food service, cleaning, trucking, hospitality, tourism, and retail occupations already integrated into the NWT workforce.
SKILLED WORKER STREAM (TEER 0, 1, 2, 3)
This pathway targets professionals with experience, education, and specialized training in managerial, professional, or technical roles.
Key Applicant Requirements
• Must have at least 1 year of full-time, related work experience within the last 10 years.
• Must hold a valid, long-term job offer from an NWT employer.
• Must meet language test requirements in English or French (CLB 6 is typical, CLB 5 acceptable depending on NOC).
• Must show required education, certification, or licensing for regulated occupations.
• Must demonstrate sufficient settlement funds if not currently working in Canada.
• Must express the intention to settle permanently in the Northwest Territories.
Employer Requirements
• Must prove genuine labour shortages through recruitment.
• Must provide a competitive wage consistent with NWT wage standards.
• Must demonstrate the business is financially stable and actively operating.
• Must submit required forms, supporting documents, and employment details to NTNP.

NWT EXPRESS ENTRY STREAM
This stream offers the fastest PR pathway under NTNP because candidates receive 600 CRS points after nomination.
Key Applicant Requirements
• Must have an active Express Entry profile with a Job Seeker Validation Code.
• Must be eligible under one of the federal economic programs:
– Federal Skilled Worker (FSW)
– Federal Skilled Trades (FST)
– Canadian Experience Class (CEC)
• Must have 1 year of full-time experience in the same or similar occupation.
• Must meet language requirements as per the federal program.
• Must hold a full-time, permanent job offer from an NWT employer in TEER 0–3.
• Must have required certification or licensing for the position.
• Must not be a refugee claimant.
Employer Requirements
• Must demonstrate that the role is essential and cannot be filled locally.
• Must comply fully with labour laws, wage standards, and workplace conditions.
• Must support the nominee’s PR application and settlement integration.
Ideal For
Skilled professionals who already meet Express Entry criteria and want a faster pathway to permanent residence through a territorial nomination.
FRANCOPHONE STREAM
This stream supports the growth of bilingual communities in the Northwest Territories by attracting French-speaking and bilingual workers to fill labour gaps.
Key Applicant Requirements
• Must demonstrate proficiency in French and English through valid language tests.
• Must have a permanent, full-time job offer from an NWT employer in any TEER category (0–5).
• Must possess the education, skills, and experience required for the job.
• Must hold a valid work permit, or be eligible to apply for one.
• Must intend to live in the NWT long-term and contribute to local Francophone communities.
Employer Requirements
• Must provide a genuine job offer supported by demonstrated local recruitment efforts.
• Must offer a competitive wage consistent with NWT labour standards.
• Must support the nominee in the settlement process.
Ideal For
French-speaking educators, healthcare workers, tourism staff, administrative workers, hospitality workers, and tradespeople.
BUSINESS STREAM
The Business Stream is tailored for entrepreneurs who want to invest in and actively operate a business in the Northwest Territories.
Key Investment Requirements
• Minimum investment of $200,000 in Yellowknife OR $100,000 outside Yellowknife.
• Personal net worth of $500,000 in Yellowknife OR $250,000 outside Yellowknife.
• Must own at least 33.3% of the business unless investing $1,000,000 or more.
• Must commit to a Business Performance Agreement for approximately two years.
Key Applicant Requirements
• Must demonstrate relevant business experience or management background.
• Must conduct an exploratory visit to the NWT before submitting the application.
• Must show strong knowledge of the NWT economy and market conditions.
• Must meet CLB 4 minimum language requirement in English or French.
• Must show sufficient funds to support themselves and dependants while establishing the business.
• Cannot have active applications in another PNP.
• Must intend to settle full-time in the Northwest Territories.

• Must demonstrate work experience, skills, and language proficiency.
• Must intend to settle in the Northwest Territories.
Employer Responsibilities
• Must provide a genuine, full-time job offer.
• Must partner with NGOs to recruit refugee talent.
• Must provide relocation support, onboarding, and settlement assistance.
ECONOMIC MOBILITY PATHWAYS PILOT - NO JOB OFFER ROUTE
• Must be a qualified refugee who meets the requirements of a federal economic program (FSW, FST, CEC).
• Does not require a job offer but must demonstrate strong employability.
• Must meet language, education, and work experience criteria.
• Must show ability to settle successfully in the Northwest Territories.
