The Northwest Territories Nominee Program (NTNP) is an official immigration pathway that allows the Government of the Northwest Territories to nominate qualified foreign nationals for Canadian permanent residence. It is designed to address the territory’s unique labour shortages, support economic growth, and attract newcomers who want to build a long-term future in the North.

Through the NTNP, skilled workers, semi-skilled workers, French-speaking candidates, and entrepreneurs can be selected based on the needs of local employers, the strength of their experience, and their intention to settle permanently in the Northwest Territories.

This pathway supports foreign workers already living and working in the NWT in lower-skilled or intermediate positions. It is often used in hospitality, food services, retail, trucking, cleaning, and general labour jobs.

Key Applicant Requirements

• Must have worked full-time for at least 12 months for the same NWT employer in the same occupation.
• Must hold a valid work permit at the time of application.
• Must meet minimum language requirements in English or French (CLB level determined by employer demand but typically CLB 4 or higher).
• Must show the ability to support oneself and any dependants.
• Must show genuine intent to reside permanently in the Northwest Territories.
• Must have the education, experience, and training required by the employer.

Employer Requirements

• Must show documented recruitment efforts proving no Canadians/PRs were available.
• Must offer a full-time, permanent position that aligns with the employer’s business operations.
• Must comply with NWT labour standards, provide a fair wage, and maintain good standing.
• Must support the nominee throughout the application process and settlement period.

SKILLED WORKER STREAM (TEER 0, 1, 2, 3)

• Must have at least 1 year of full-time, related work experience within the last 10 years.
• Must hold a valid, long-term job offer from an NWT employer.
• Must meet language test requirements in English or French (CLB 6 is typical, CLB 5 acceptable depending on NOC).
• Must show required education, certification, or licensing for regulated occupations.
• Must demonstrate sufficient settlement funds if not currently working in Canada.
• Must express the intention to settle permanently in the Northwest Territories.

• Must prove genuine labour shortages through recruitment.
• Must provide a competitive wage consistent with NWT wage standards.
• Must demonstrate the business is financially stable and actively operating.
• Must submit required forms, supporting documents, and employment details to NTNP.

NWT EXPRESS ENTRY STREAM

This stream offers the fastest PR pathway under NTNP because candidates receive 600 CRS points after nomination.

– Federal Skilled Worker (FSW)
– Federal Skilled Trades (FST)
– Canadian Experience Class (CEC)

FRANCOPHONE STREAM

BUSINESS STREAM

The Business Stream is tailored for entrepreneurs who want to invest in and actively operate a business in the Northwest Territories.

Key Investment Requirements

• Minimum investment of $200,000 in Yellowknife OR $100,000 outside Yellowknife.
• Personal net worth of $500,000 in Yellowknife OR $250,000 outside Yellowknife.
• Must own at least 33.3% of the business unless investing $1,000,000 or more.
• Must commit to a Business Performance Agreement for approximately two years.

Key Applicant Requirements

• Must demonstrate relevant business experience or management background.
• Must conduct an exploratory visit to the NWT before submitting the application.
• Must show strong knowledge of the NWT economy and market conditions.
• Must meet CLB 4 minimum language requirement in English or French.

• Cannot have active applications in another PNP.
