The Newfoundland and Labrador Provincial Nominee Program (NLPNP) offers several immigration streams designed to attract skilled workers, international graduates, and business investors who can contribute to the province’s economic and social growth. Each stream has specific eligibility requirements, targeting individuals with strong job offers, local education, or entrepreneurial potential.

EXPRESS ENTRY SKILLED WORKER CATEGORY

This stream is aligned with Canada’s federal Express Entry system. It is designed for skilled professionals who already have an active Express Entry profile and a valid job offer from a Newfoundland and Labrador employer. Applicants must meet federal eligibility under one of the three Express Entry programs — Federal Skilled Worker, Federal Skilled Trades, or Canadian Experience Class.

A nomination from the province provides 600 additional CRS points, significantly increasing the chance of receiving an Invitation to Apply (ITA) for permanent residence. Candidates must also show their intent to reside permanently in Newfoundland and Labrador.

SKILLED WORKER CATEGORY

This category is for individuals who have a guaranteed job offer from a Newfoundland and Labrador employer but may not qualify for Express Entry. Applicants must have the necessary skills, training, and work experience to perform the offered job and must hold the appropriate work permit if already in Canada.

The employer must demonstrate that the position could not be filled locally, and the job offer must be for a full-time, permanent position. Verge Immigration recommends this stream for applicants already working or residing in the province who want a direct path to permanent residence.

INTERNATIONAL GRADUATE CATEGORY

This stream targets international students who have graduated from a recognized Canadian post-secondary institution and who have a valid Post-Graduation Work Permit (PGWP). Applicants must have a job offer or current employment in Newfoundland and Labrador that matches their education, skills, and training.

The employer must be a registered business in the province and provide a full-time position. This pathway encourages international graduates to remain in the province and contribute to its labour market.

INTERNATIONAL ENTREPRENEUR CATEGORY

This stream is for experienced business owners or senior managers who want to establish, co-own, or purchase a business in Newfoundland and Labrador. Applicants must demonstrate business experience, significant net worth, and the intent to actively manage day-to-day operations.

Minimum requirements typically include a personal net worth of at least 600,000 CAD, an investment of at least 200,000 CAD, and the creation of at least one full-time job for a Canadian citizen or permanent resident. Candidates must also complete an exploratory visit and present a detailed business plan.

INTERNATIONAL GRADUATE ENTREPRENEUR CATEGORY

This category is for graduates from Newfoundland and Labrador post-secondary institutions who wish to start or manage a business in the province. Applicants must hold a valid Post-Graduation Work Permit, have actively managed their business for at least one year, and demonstrate the business’s commercial viability.
